The Technical Career Field (TCF) is a national workforce development program within the Veterans Healthcare Administration that was designed to replenish technical staff in critically identified positions. Employee will serve as a Boiler Plant Helper - TCF/Trainee.
This announcement supports vacancies in several duty locations. The salary listed in the announcement represents the base salary range for the WG-5 level. Actual locality pay will be determined at the time of selection based on the duty location of the position. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a WG-9, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. Applicants will be eligible to be non-competitively promoted to the WG-8 grade level after successfully completing 1-year in the TCF Program where you will ultimately acquire the background necessary to perform at the full performance level of WG-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
Duties will include, but may not be limited to the following:
(SCREEN-OUT): Ability to do the work as a Boiler Plant Helper - TCF/Trainee without more than normal supervision. As supported by your resume, requires a basic knowledge and understanding of Boiler Plant Operations, applying knowledge of the structure and operating characteristics of boilers and associated equipment to perform preventive maintenance and operational repairs, using hand and specialized tools common to the trade. Ability to work closely with preceptors to follow instructions and agree to sign a 2-year Mobility, Training, and Continued Service Agreement.
PHYSICAL REQUIREMENTS/WORKING CONDITIONS: Works from ladders, scaffolding, platforms, and elevated catwalks. Work may be at or above ground levels. Frequently works in confined areas in and around boilers and support equipment. Requires moderate to strenuous effort and long periods of walking, standing, climbing, bending, reaching, stooping, and crouching, as the work site dictates. Frequently lifts and carries boiler parts and chemical supplies up to 50 pounds unassisted, and over 50 pounds with assistance. Submits to an annual physical examination as per Veterans Affairs protocol.
Mainly works indoors but occasionally outside for short periods of time. Subject to high temperatures, constant noise, rotation machinery, soot, dirt, grease, chemicals, oil and fumes. Subject to cuts and abrasions from the use of tools and equipment, and burns from acids, caustics, hot water, steam and contact with boilers.

Your knowledge, skills and abilities will be compared to the knowledge, skills and abilities (called job elements) needed for success. Your qualifications will first be evaluated against the prescribed screen out element (WG-2 and higher only; screen-outs are not applicable to WG-1). Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

In 1946, just months after taking over as Administrator of the Veterans Administration, General Omar Bradley, along with VA’s first medical director, Major General Paul Hawley, M.D. laid the groundwork for today’s Veterans Health Administration by creating the Department of Medicine and Surgery (DM&S). Bradley and Hawley expanded access to care for Veterans during the post-World War II era and instituted a range of changes and initiatives to create what is now known as the ‘third generation’ of Veteran’s health care.
While the Veterans Administration had provided care to some Veterans since the first Soldier’s Home opened after the Civil War in 1866, the post-World War II era saw the need to dramatically re-envision the role of VA in caring for nearly 16 million new Veterans. For the first time, the U.S. military saw more casualties due to combat injuries than diseases and improved battlefield medical care meant more service members returned home with wounds that were not previously survivable.
The lesson learned from the wave of WWI Veterans was likely a significant factor in the minds of Bradley and Hawley in creating an expansive program at the end of WWII. With only one-third the number of Veterans, the ‘Great War’ introduced complexities to care and Veteran benefits that shaped events of 75 years ago. In addition, Bradley and Hawley also had no interest in repeating the mistakes that led to the 1932 bonus marches and other controversies. Within this context, Bradley and Hawley embarked on a radical reorganization of VA health care services, undertaking key initiatives including:
Today’s Veterans Health Administration (VHA) continues to meet Veterans’ changing medical, surgical, and quality of life needs. New programs provide treatment for traumatic brain injuries, post-traumatic stress disorder, suicide prevention, women Veterans, and more. VHA operates one of the largest health care systems in the world and provides training for a majority of America’s medical, nursing, and allied health professionals. Roughly 60% of all medical residents obtain a portion of their training at VA hospitals and our medical research programs benefit society at-large.
Though Bradley and Hawley’s tenures were brief (both departed VA in 1947 to return to the Department of Defense) their vision had a lasting impact on the organization that would later become the Veterans Health Administration (VHA). Many of Hawley’s key initiatives have evolved into the core, foundational care that VHA provides to Veterans today.
